Michael P. Kelly
Mayor Vincent C. Gray recently appointed Michael P. Kelly as Director for the Department of Housing and Community Development (DHCD). Kelly began serving in his new capacity on July 2, 2012.
Previously, Kelly served as Executive Director of the Philadelphia Housing Authority (PHA) at the request of the U.S. Department of Housing and Urban Development (HUD). In this capacity, Kelly was also the Administrative Receiver for the authority while it remained under HUD control. Under his leadership, the authority instituted major reforms to ensure accountability and transparency in its practices.
Prior to joining PHA, Kelly was a General Manager of the New York City Housing Authority. He also directed housing agencies in San Francisco, New Orleans and the District of Columbia where he served as the Director of the D.C. Housing Authority (DCHA) from 2000 to 2009.
While at DCHA, Kelly led the redevelopment of several properties including Arthur Capper Senior, Carrollsburg Dwellings, Wheeler Creek and Townhomes on Capitol Hill.
Kelly, a Ward 4 resident, is married and has three children. He received a Bachelor of Arts degree in Architecture and Urban Planning from Princeton University; a Masters of Architecture from the University of California, Berkeley; and a Master of Arts in Education from San Francisco State University.
