(Washington, DC) The Department of Housing and Community Development (DHCD) is in the process of developing its Consolidated Plan Fiscal Year 2004 Action Plan, which outlines DHCD's proposed spending plan for October 1, 2003 through September 30, 2004. DHCD will submit this action plan to the US Department of Housing and Urban Development (HUD) as its application for Fiscal Year 2004 funding. As part of this process, DHCD provides its Program Development Guidelines annually to the public.
