Department of Housing and Community Development Fiscal Year 2005 Consolidated Plan Submitted to U.S. Department of Housing and Urban Development (HUD)
(Washington, DC) The Consolidated Plan Annual Action Plan for FY 2005 is the District's application to the US Department of Housing and Urban Development (HUD) for four federal grants: the Community Development Block Grant (CDBG); the Home Investment Partnerships Program (HOME); the Emergency Shelter Grant (ESG); and the Housing Opportunities for Persons with Aids Program (HOPWA).
The Department of Housing and Community Development (DHCD) is the District's lead agency and administers the first three grants. The DC Department of Health-HIV/AIDS Administration administers the HOPWA grant. Each Annual Action Plan continues the implementation of the District's Five Year Consolidated Action Plan which spans the years of 2000-2005. The FY 2005 Action Plan presents the needs, priorities, programs and budgets for attaining the District's goals for housing and community development during the fiscal year.
The FY 2005 Action Plan was developed with community consultation consisting of three Needs Hearings held in the fall of FY 2003, a public budget hearing in March, 2004, and a City Council Public Hearing in May, 2004. The Plan was made available for review at public libraries, ANC offices, DHCD headquarters (801 North Capitol St. NE, 8th floor), online and at other community organizations.
