DHCD Announces Public Comment Period for the DRAFT FY 2004 Consolidated Action Plan Evaluation Report (CAPER)  

(Washington, DC) The CAPER reports to the U.S. Department of Housing and Urban Development (HUD) and to the citizens of the District of Columbia on the activities and uses of federal funds to meet the goals established in the FY 2004 Consolidated Action Plan which was submitted to HUD in August of 2003. In its annual Action Plan and grant application, DHCD, on behalf of the District, sets goals and budgets for the use of funds from four federal entitlement programs: the Community Development Block Grant Program (CDBG); the Home Investment Partnership Program (HOME); the Emergency Shelter Grant (ESG); and the Housing Opportunities for Persons With AIDS Program (HOPWA). The Action Plan was developed with the community’s participation; and the CAPER is provided for public comment so that residents will know what progress was made over the Fiscal Year in providing homeownership opportunities, increasing the supply of affordable housing, promoting neighborhood revitalization through neighborhood-based initiatives, and preventing homelessness or assisting the homeless and other residents with special needs.

The public comment period ends on December 3, 2004.
