News Release for Immediate Release February 18, 2005 DHCD Submits FY 2004 Consolidated Action Plan Evaluation Report (CAPER) Report to HUD   (Washington, DC) The Department of Housing and Community Development submitted on December 30, 2004 the FY 2004 Consolidated Action Plan Evaluation Report (CAPER) to the US Department of Housing and Urban Development (HUD). The CAPER report is the end of year evaluation of the District’s progress in meeting the goals and objectives for use of four federal entitlement grants ( CDBG, HOME, ESG and HOPWA) as established in the FY 2004 Consolidated Plan Annual Action Plan. (submitted in August 2003) Copies of the submitted ’04 CAPER were also sent to the Mayor and Council of the District of Columbia. The CAPER was made available on-line and at ANCs, libraries and other organization sites for public review and comment for 15 days prior to finalization and submission to HUD in December. Notice of the availability was published in the DC Register and other publications of general circulation.
