DHCD’s Second Notice of Funding Availability Provides $35 Million for Affordable Housing Development

(Washington, DC) The Department of Housing and Community Development (DHCD) is making available $35 million in local Housing Production Trust Fund monies, federal HOME Investment Partnerships Program, and Community Development Block grant funds for developers committed to creating affordable housing.

The department is interested in financing projects that focus on the following categories; 1) elderly housing; 2) special needs housing; 3) preservation of housing affected by expiring federal subsidies; 4) new/substantial rehabilitation of housing (5 or more units); 5) homeownership; and 6) community facilities, to serve low-to-moderate income persons.

The deadline for submission is Friday, June 3, 2005, at 4 pm. EST. The RFP package, including all application materials and the reference guidebook, can be obtained from DHCD, Development Finance Division, 801 North Capitol Street, NE, Washington, DC 20002, second floor reception desk.

The reference guidebook contains technical information on the CDBG, HOME, and HPTF programs, as well as other information that may be useful in completing the application. Proposals for the First Right Purchase Assistance program and HOME-Community Housing Development Organization (CHDO) set-aside programs will also be accepted under this RFP; however, DHCD will continue to accept additional funding requests for these two programs until all of these program funds have been committed.

Completed applications must be delivered on or before 4 pm EST, Friday, June 3, 2005, to the DHCD, Development Finance Division, 801 North Capitol Street, NE, Second Floor Reception Desk, Washington, DC, 20002. No applications will be accepted after the filing deadline for submission.

Questions regarding the RFP should be directed to Mr. Lawrence Cager, Deputy Director, Development Finance Division, Mr. Ray Slade, Special Assistant, or Mr. Jim Thackaberry, Supervisory Project Manager, at (202) 442-7280. All RFP documents will be available online at the Department of Housing and Community Development on or about Friday, April 29, 2005.
