DHCD Issues Call For Filing of LIHTC Owners’ Annual Certifications  

(Washington, DC) Owners of affordable housing projects developed with the Low Income Housing Tax Credit (LIHTC) in the District of Columbia are hereby notified to file the 2004 Owners’ Annual Certification, as required by Section 42 of the Internal Revenue Code (IRC), on or before July 31, 2005.

The forms are available online from the Department of Housing and Community Development. Forms may be completed electronically, but must also be returned to the address below. Because the tax code requires the annual certification to be signed by the owner, a printed and signed copy must be sent to 801 North Capitol Street, NE, Washington, DC 20002 on or before July 31, 2005. The electronic version of the application can be sent to Tax Credit Info.

The District of Columbia’s Development Finance Division is in the process of converting its monitoring system to a database process, and is stepping up the physical monitoring required by the IRC. The focus of these efforts is to assure that tax credit properties are maintained in fit and affordable condition, and are compliant with the provisions of Section 42. Each year, one-third of all of the units generated by the tax credit program will be inspected, and the tenant files will be reviewed.
