Department of Housing and Community Development Fiscal Year 2006-2010 Consolidated Plan   (Washington, DC) The Department of Housing and Community Development (DHCD) has forwarded to the Council of the District of Columbia the proposed Five-Year Consolidated Plan for the District of Columbia (FY 2006-2010), the FY 2006 Action Plan and the Appendices relative to the documents.
