Ivy City Special Demonstration Project 

The Department and Housing and Community Development’s (DHCD) Property Acquisition and Disposition Division is in the midst of a major demonstration project in the Ivy City neighborhood.  The entire project has the potential to double the current homeownership rate in the Ivy City neighborhood and focuses specifically on creating homeownership opportunities for low-income households. 

The redevelopment project will result in the addition of 58 units of housing, including single family and condominium.  Twenty-nine of those units are to be affordable to households at or below 50 percent of the Area Median Income.  An additional 23 units are planned to be affordable to households between 50 percent of the Area Median Income and 80 percent of the Area Median Income.  The remaining 6 units will be market rate.

Since 2002, the Property Acquisition and Disposition Division has acquired 37 parcels in Ivy City.  In January of 2006, a request for proposals was issued offering the 37 parcels for sale for redevelopment.  The request for proposals was issued as a special demonstration project because of the substantial impact that the scattered site redevelopment would have on the entire Ivy City neighborhood, as well as the cross agency cooperation needed to implement the project. The Ivy City parcels were awarded to the following four developers in the fall of 2006: Mi Casa, Inc., Manna, Inc., DC Habitat for Humanity, and MissionFirst.  The District is providing a land subsidy by discounting the acquisition price for each property.  Further, the request for proposals committed $3 million in gap financing to the developers through the Department of Housing and Community Development.  There is limited profit gain for the developers involved; therefore, the District’s commitment to provide gap financing is essential for the developers to complete the project.       

Moving Forward:
During phase one of the Ivy City Special Demonstration project, Mi Casa, Inc. will rehabilitate three buildings located at 1302 Gallaudet Street, NE, 1304 Gallaudet Street, NE, and 1917 Capitol Avenue, NE, creating 8 housing units.  All 8 units will be affordable to households at or below 50 percent of the Area Median Income.  During their second phase of construction, Mi Casa, Inc. will complete 7 additional units located on Capitol Avenue, NE, Kendall Street, NE, and Corcoran Street, NE.  One of the units will be affordable to a household at or below 60 percent of the Area Median Income, four of the units will be affordable to households at or below 80 percent of Area Median Income, and the last two units will be market rate.

During the remainder of the Ivy City Special Demonstration project, Manna, Inc., MissionFirst, and DC Habitat for Humanity will complete their respective phases of construction.  Manna, Inc. will construct 20 units located on Capitol Avenue, NE, and Kendall Street, NE.  Four of the units will be affordable to households at or below 30 percent of the Area Median Income, nine of the units will be affordable to households at or below 50 percent of the Area Median Income, and seven of the units will be affordable to households at or below 80 percent of the Area Median Income.  MissionFirst will construct fifteen units located on Central Place, NE.  Five of the units will be affordable to households at or below 60 percent of the Area Median Income, six of the units will be affordable to households at or below 80 percent of the Area Median Income, and four of the units will be market rate.  DC Habitat for Humanity will construct 8 units located on Providence Street, NE.  All 8 units will be affordable to households at or below 30 percent of the Area Median Income.  Please note that the number of units and the AMI ranges described above are subject to change.
