What makes the physical unit eligible to the Lead Safe Washington Program?
Lead-based paint hazards must exist in the unit at the time of application as determined by a certified lead risk assessor.

Rental Unit
What makes rental unit occupants eligible for the program?

The following must apply for a rental unit to be eligible to the Lead Safe Washington Program:

  • Half of the household units must have income less than or equal to 50% of the Area Median Income, based on family size; and
  • All remaining units must have households with income between 50% and 80% of Area Median Income, based on family size.
  • Properties that have more than five units benefit from an income waiver on up to 20% of the total number of units treated.

What about vacant rental units? Vacant units are eligible. However, the owner must find future renters who meet the same income requirements that are stated above.

Can an efficiency be treated? No, only units that are considered appropriate for households that have children, particularly under the age of six, are eligible.

Does every unit have to house a child under the age of six or a pregnant woman? No, however, the property owner must commit to affirmatively marketing all treated units to households including a child under six for a period of three full years following completion of the lead hazard controls.

Owner-Occupied
What makes an owner-occupied unit eligible? The income of the owner must be less than or equal to 80% of Area Median Income.

  • In the event that there are one to four units in an owner-occupied unit, 90% of the units must have households with a child under the age of six residing in or frequently visiting the unit.
