Community Development Opportunities
DHCD improves the District's communities with grant programs, training sessions, and financial and manpower resources for emergency shelters, enterprise community development, and low and moderate income individuals. For information on any of these programs, Ask the Director or call (202) 442-7200.
Emergency Shelter Grant Program Emergency Shelter Grant funds support homeless prevention efforts and facilities operating at the entry point of the Continuum of Care. Funds are used for a variety of activities, which can include improving the quality of existing emergency shelters for the homeless, helping to make additional shelters available to the homeless, helping to meet the costs of operating emergency shelters, and providing certain essential social services to homeless individuals. This program is administered by the Community Partnership for the Prevention of Homelessness.
These activities occur in conjunction with the District's efforts to build permanent affordable and supportive housing that will end homelessness over time.
 
Development Finance DHCD's Development Finance Division provides funding to assist the development of community and commercial facilities that serve District of Columbia neighborhoods. These facilities include community office buildings, clinics, day care centers and recreation centers.
 
Neighborhood-Based Activities Neighborhood-Based Activities include a broad range of programmatic initiatives carried out through neighborhood community development organizations working in their local service areas. Grants are tailored to match community needs. This program includes the following programmatic components. - Comprehensive Housing Counseling and Training – provides funding for counseling services to tenants, potential homeowners, and current homeowners including managing personal credit, applying for program assistance, managing the home purchase process, homeowner training, apartment locating, and other services that assist residents with housing needs;
- Tenant Services – provides funding to assist tenants in understanding their rights and responsibilities through counseling, education, referral, or other means;
- Façade Improvement – provides funding for grants for storefront improvements in commercial corridors; and
- Community Housing Development Organizations (CHDO) – provides operating grants to CHDOs.
