Bio - Andree Chan-Mann
Agency Fiscal Officer
Andree Chan-Mann has served as the Agency Fiscal Officer (AFO) for the DC Department of Housing and Community Development (DHCD) since 2010 but has worked within District government since 2002. Her position as AFO requires that she provides financial services that enable agencies to operate and perform at/or above expectations.
During her tenure with DHCD, Mrs. Chan-Mann has helped to balance the DHCD budget during fiscal years 2010-2012, establish closing processes including accrual and de-obligation of funds, and establish a streamlined agency budget processes and procedures. Her skills have enabled her to not only manage large budgets, but work on fiscal policies and compliance efforts as well.
Mrs. Chan-Mann’s leadership extends outside of DCHD. She completed the Executive Leadership Institute – National Forum for Black Public Administrators (ELI – NFBPA) in 2012. She is affiliated with the Government Finance Officers Association (GFOA) and the National Forum for Black Public Administrators where she served as Treasurer from 2009-2013. She is currently serving her second term as Vice Chair for the Budget and Finance Committee for the National Board of Directors of NFBPA.
The Washington, D.C. native graduated from Frank W. Ballou High School and gained her passion for public service through the DC Summer Youth Employment Program. She is a member of the St. Timothy Episcopal Church in Southeast DC. Mrs. Chan-Mann holds a Bachelor’s degree from Bennett College for Women and is a proud member of Alpha Kappa Alpha Sorority Inc.
