The Department of Housing and Community Development (DHCD), pursuant to the authority set forth in Section 107 of the Inclusionary Zoning Implementation Act of 2006, effective March 14, 2007 (D.C. Law 16-275; D.C. Official Code Section 6-1041.07) and Mayor’s Order 2008-59, dated April 2, 2008, hereby gives notice that registration for a lottery of affordable housing units (Inclusionary Units) under the Inclusionary Zoning Program shall reopen on Friday, October 5, 2012.
Inclusionary Units are located in new or substantially rehabilitated developments and are designated for Households that earn at or below 50% or 80% of the Area Median Income (AMI) for the Washington Metropolitan Statistical Area. If you register for the Inclusionary Zoning Program and you are eligible, you will be considered for current and future lotteries of Inclusionary Units, but must renew your registration every two years. There are two ways to register for the Inclusionary Zoning Program lottery:
- Register online by clicking “Register for Lottery” below, or
- Register in person at DHCD’s Housing Resource Center, 1800 Martin Luther King Jr. Avenue SE, 1st Floor, Monday through Friday, 8:30 AM to 3:30 PM.
DHCD will conduct lotteries for Inclusionary Units on a rolling basis. Lotteries will be conducted from a random selection of eligible registered applicants. Selected households will then be ranked based on District residence, employment in the District and time on the lottery list. Eligible registered applicants need not be present when the lottery is conducted. DHCD will notify selected households.

IMPORTANT: In order to be considered for the Inclusionary Zoning Program lottery, you are REQUIRED to attend an Inclusionary Zoning training prior to June 3, 2013. Housing Counseling Services (202-667-7006) and Marshall Heights Community Development Organization (202-650-5608) are currently offering training sessions. Please call each organization to get a list of upcoming training sessions and RSVP for one that fits your schedule.
