Annual Filing of Owner Certifications for LIHTC and HOME Funds

Owners of affordable housing projects developed with Low Income Housing Tax Credit (LIHTC) and Home Investment Partnership (HOME) funds in the District are required by federal regulations to file annual certification and monitoring documents.

The filing deadline is around February 15 each year; the specific date is announced in advance by the DC Department of Housing and Community Development (DHCD). The monitoring forms and documents are as follows:

Low Income Housing Tax Credit (LIHTC)

  • LIHTC Owner’s Certificate of Continuing Program Compliance (Note: Original signature required)
  • Building Status and Vacancy Report
  • Attachment 1: Current History of Project Contacts
  • Attachment 2: Project Specifics
  • Utility Allowance Form, if applicable

HOME Investment Partnerships

  • HOME Owner’s Certificate of Continuing Program Compliance (Note: Original signature required)
  • HOME Semi-Annual Compliance Report Table
  • Attachment 1: Current History of Project Contacts
  • Attachment 2: Project Specifics
  • Utility Allowance Form, if applicable

LIHTC Only

All LIHTC properties will receive an invoice for Compliance Monitoring Fees. Fees are to be remitted to DHCD according to the invoice instructions.

Filing Instructions

Most forms and documents must be returned electronically to [email protected] — except for owner’s certificates.The LIHTC or HOME Owner’s Certificate of Continuing Program must be signed by an authorized member of the ownership entity, submitted and mailed in hard copy form to:

Failure to submit or complete any form in its entirety (including owner signature) may result in noncompliance with federal regulations governing the District of Columbia.
