The Rental Housing Commission (RHC) has several duties related to enforcing the Rental Housing Act (RHA), which includes certifying and publishing the annual adjustment of general applicability to rents and/or rent ceilings for rent-controlled units ((D.C. Official Code §42‑3502.02(a)(3)). This adjustment is based upon any annual changes to: (1) the Consumer Price Index (CPI-W) in the Washington, D.C. region for most tenants; or (2) the annual Social Security Cost-of-Living-Adjustment (SS-COLA) for tenants who are age 62 and older or tenants with disabilities.
As explained in the 2019 resolution below, the 2019 annual adjustments are as follows and apply to the legal rent charged for a rental unit on April 30, 2019:
- Effective May 1, 2019, the rent adjustment of general applicability can be no more than 4.3 percent (CPI-W + 2%).
- For rental units occupied by elderly or disabled tenants, the annual rent adjustment can be no more than 2.3 percent.
