Rent and Income Program Limits

Each year, the U.S. Department of Housing and Urban Development (HUD) issues rent and income limits for several programs, based upon an area’s area median income (AMI).

The 2016 AMI for Washington, DC, as determined by HUD, is $108,600.

HUD-approved rent and income limits are for the following programs.

  • Community Development Block Grant (CDBG). Created under the Housing and Community Development Act of 1974, this program provides grant funds to local and state governments to develop viable urban communities by providing decent housing with a suitable living environment and expanding economic opportunities to assist low- and moderate-income residents. CDBG replaced several categorical grant programs, such as the Model Cities program, the Urban Renewal program, and the Housing Rehabilitation Loan and Grant program.
  • HOME Investment Partnerships Program (HOME). This provides formula grants to states and localities that communities use—often in partnership with local nonprofit groups—to fund a wide range of activities that build, buy, and/or rehabilitate affordable housing for rent or homeownership, or to provide direct rental assistance to low-income people.
  • Neighborhood Stabilization Program (NSP). Congress established the Neighborhood Stabilization Program (NSP) for the purpose of stabilizing communities that have suffered from foreclosures and abandonment. Through the purchase and redevelopment of foreclosed and abandoned homes and residential properties, the program’s goal is being realized.
  • Low-Income Housing Tax Credit (LIHTC).  This is a tax incentive intended to increase the availability of low-income housing. The program provides an income tax credit to owners of newly constructed or substantially rehabilitated low-income rental housing projects.
  • Housing Production Trust Fund (HPTF). The mission of the HPTF is to provide financial assistance to a variety of affordable housing programs and opportunities across the District of Columbia. The HPTF funds initiatives to build affordable rental housing, preserve expiring federal-assisted housing, and help provide affordable homeownership opportunities for low-income families.

Follow the link below to the current rent and income limits. The effective dates are noted next to each funding source. Until further notice, housing project sponsors currently receiving CDBG, HOME, NSP, LIHTC or HPTF funds should use these limits when they set their 2016 occupancy and rent guidelines.
