The FY 2006 Consolidated Annual Performance and Evaluation Report (CAPER) is a summary of the accomplishments under the District of Columbia’s FY2006 Annual Action Plan. DHCD has been designated by the District of Columbia to receive and administer the entitlement funds allocated through the Consolidated Plan.
