2026 Consolidated Request for Proposals (RFP) for Affordable Housing Financing and Development Sites

The DC Department of Housing and Community Development announces the 2026 Consolidated Request for Proposals (RFP) for Affordable Housing Financing and Development Sites.

2026 Consolidated RFP for Affordable Housing Financing

The Notice of Funding Availability (NOFA) for affordable housing finance resources is focused on real estate development projects that produce or preserve affordable housing in the District of Columbia that require gap financing. This RFP is accepting applications for a range of Federal affordable housing finance resources including, 9% Low Income Housing Tax Credits (LIHTCs), District of Columbia LIHTCs (DC LIHTCs), Community Development Block Grant (CDBG) program, the HOME Investment Partnerships (HOME) program, the National Housing Trust Fund (NHTF), the Recovery Housing Program (RHP), and the Local Rent Supplement Program (LRSP). Also, the DHCD Property Acquisition and Disposition Division (PADD) will have solicitations for offers for vacant sites in the District of Columbia available for acquisition.

Applications submissions in response to the RFP are due at 12:00 pm on Friday, April 17, 2026.

2026 Consolidated RFP Orientation Session: DHCD hosted a virtual orientation session for the 2026 Consolidated RFP on Tuesday, March 10, 2026. PADD Bundle Solicitations for Offer (SFO)

In the Spring 2026 Bundle Solicitation for Offers (SFO), DHCD’s Property Acquisition and Disposition Division (PADD) has thirteen sites available for acquisition and development into mixed-income affordable housing, either for sale housing or rental housing. Developers are required to sell or rent 50% of the units to residents with income at or below 80% of the Median Family Income (MFI). PADD is hosting a Pre-Bidders Meeting on the development sites available in the Spring 2026 Bundle Solicitation for Offers (SFO).
