Notice of Finding of No Significant Impact and Notice of Intent to Release Request of Funds
DHCD Public Notice + Comments - FONSI and NOI / RROF
DHCD is required to publish the Notice of Finding of No Significant Impact (FONSI) and Notice of Intent to Request Release of Funds (NOI/RROF). These notices ensure transparency and public involvement in the project development process.
They provide an opportunity for the public to submit comments and objections, which must be considered before the funds are released. This helps to ensure that the project is environmentally sound and that all legal and regulatory requirements are met. These notices serve two primary purposes:
- Environmental Compliance: The FONSI indicates the project has been reviewed and determined to have no significant impact on the human environment, which means an Environmental Impact Statement (EIS) under the National Environmental Policy Act (NEPA) is not required. This ensures that the project meets environmental standards and regulations.
- Funding Request: The NOI/RROF is a formal notice that DHCD intends to request the release of federal funds from the U.S. Department of Housing and Urban Development (HUD) to undertake a specific project. This notice is a procedural requirement that allows the public to review and comment on the project before funds are released.
