The DC Department of Housing and Community Development (DHCD) - Rental Conversion and Sale Division (CASD) is conducting workshops to provide guidance and highlight the changes to how properties are sold, transferred, and acquired through the Rental Housing and Conversion Act of 1980 and Tenant Opportunity to Purchase Act (TOPA) as amended by the Rental Act.

This is a series of two-hour workshop trainings focused on providing a clear, practical walkthrough of the law, including when TOPA applies, required notices, tenants' rights and strategies for navigating the process.

The Tenant Opportunity to Purchase Act (TOPA) gives tenants the right to purchase their building when an owner decides to sell, demolish or discontinue its use as rental housing. Before the property can be sold to a third-party, in many instances, tenants must be given the opportunity to purchase. The target audience for the workshops are housing providers, property managers, real estate investors, tenants.
