The DC Department of Housing and Community Development will host a question and answer session to discuss the update to its TOPA Offer of Sale of a Housing Accommodation with Five or More Rental Units form and streamlined filing process. The new form meets the requirements for both the Tenant Oportunity to Purchase Act (TOPA) and District Opportunity to Purchase Act (DOPA).
In August 2021, D.C. Act 24-111 District’s Opportunity to Purchase Amendment Act of 2021, expanded the types of properties eligible to be purchased under DOPA to all housing accommodations. The District’s opportunity to purchase remains subordinate to TOPA, the District cannot exercise the right to purchase until tenants have either refused to or failed to exercise their rights to purchase the housing accommodation.
In accordance with this change to the statute, all sellers of multi-family housing accommodations must provide the Mayor with a DOPA Notice.
