Public Hearing - FY23 Annual Action Plan
The Department of Housing and Community Development (DHCD) is seeking public comment on two key documents that will drive affordable housing development activities in the District next year:

DHCD's New Location
On April 1st, DHCD moved to its new location at 1909 Martin Luther King Jr. Avenue SE, and the location at 1800 Martin Luther King Jr. Avenue SE closed on Friday, March 29th. DHCD opened at its new location on Tuesday, April 2, 2024.

DHCD Needs Assessment Public Hearings: DC Draft FY 2026 Annual Action Plan (AAP)
Needs Assessment Public Hearings: DHCD will host Needs Assessment public hearings on housing and community development needs in the District of Columbia to receive community feedback to help form a basis for developing the draft of the District of Columbia Fiscal Year Annual Action Plan and the spending priorities utilizing federal entitlement funds.

Subordination, payoff and loan confirmation request instructions for DHCD loans.
The District’s IZ Program sets aside affordable rental and for-sale units.
Community Based Organizations (CBOs) provide counseling services.
