The Portfolio and Asset Management Division (PAMD) works in partnership with the affordable housing community to improve the performance of the DHCD portfolio by providing oversight of over 8,000 loans to affordable rental and homeownership properties. Funding for these loans includes the following programs: Housing Production Trust Fund (HPTF), Community Development Block Grant (CDBG) and HOME Investment Partnership Program; PAMD is also responsible for oversight of the District’s Low Income Housing Tax Credit (LIHTC) Program. PAMD includes the following functions:
Financial Monitoring and Analysis

- Loan Servicing Requests, including: modifications, subordinations, forgiveness, loan balance confirmations, and payoff requests

- Annual Risk Ratings and Watchlist Management

- On-site facility inspections ensuring Uniform Physical Condition Standard compliance
