The Consolidated Annual Performance and Evaluation Report (CAPER) is a mandated report submitted annually to the U.S. Department of Housing and Urban Development, within 90 days after the close of the fiscal year. The report includes performance data on how DHCD spent HUD funds, including; Community Development Block Grant, HOME Investment Partnership, Emergency Solutions Grant, and Housing Opportunity for People with AIDS funds.
