The Consolidated Plan, which has a duration of 5 years, describes DC’s community development priorities and multi-year goals based on an assessment of housing and community development needs, an analysis of housing and economic market conditions, and available resources.

Annual Action Plans specify project and program information about how the funds are intended to be used to meet the priority needs identified in the Consolidated Plan.
Consolidated Annual Performance and Evaluation Reports (CAPER) detail how the City spent its federal funds and whether or not the City met the goals set forth in the Consolidated Plan and Annual Action Plan during that year.
