Online Application System for 2023 Threshold Review and Evaluation Scoring

The District of Columbia Department of Housing and Community Development (“DHCD”) published Interim Guidance to the 2021 QAP on January 20, 2023. This document details the shift from a rolling application for tax-exempt bonds and associated 4% LIHTCs to a competitive application process.  

Pursuant to that guidance, DHCD has opened the Online Application System for 2023 Threshold Review and Evaluation Scoring for projects to apply; the window will close and applications will be due on March 3, 2023. Applicants can access the application here.

DHCD will operate a Q&A site as part of the application. All questions regarding the 2023 Threshold Review and Evaluation Scoring will need to go through the Q&A located here. Starting in January 2023, any project planning to apply for tax-exempt bonds and 4% LIHTCs must first apply to DHCD for Threshold Eligibility Review and to receive an Evaluation Score.  

The January 2023 application window will only be for Threshold Review and Evaluation Scoring for projects that intend to apply to a DCHFA Bond Readiness Application window in July 2023 or later. Applicants that contemplate requiring DHCD resources (i.e., gap financing) in their capital stack should apply in DHCD’s July 2023 Threshold Review and Evaluation Scoring window, which will coincide with the next DHCD Consolidated RFP for Affordable Housing. Applicants will be able to achieve threshold, scoring, and award of gap subsidy in this application window. 

DCHFA will review applications for tax-exempt bonds and 4% LIHTCs twice per year.  Further guidance from DCHFA was published on December 21, 2022, and is available on DCHFA’s website at www.dchfa.org.
