On November 10, 2022, the U.S. Department of Housing and Urban Development (HUD) approved the District of Columbia (the District) FY 23 Annual Action Plan (Action Plan). Due to increased demand for the Home Purchase Assistance Program (HPAP), the District’s Department of Housing and Community Development (DHCD) is proposing to shift Action Plan spending priorities to increase homeownership assistance to District residents.
