Charles L. Lindsay

Mr. Lindsay has more than 26 years of public service throughout his career.  He has spent the last 23 years working for the DC government in various management level capacity. Currently, he serves as the Chief Administrative Officer at DHCD Government experience Oversees the administrative and operational functions of DHCD.  His current duties and responsibilities include streamlining the agencies organization’s operations, improve efficiency, and ensure that administrative functions support and enhance goals to deliver affordable housing to District residents.  Additional duties include: Staff Management, Operations and Planning, Operational Oversight, Policy Development, Budget and Resource Allocation, Human Resources Oversight, Technology and Systems Management and Risk Management.

He assists with the development and creation of the District’s affordable housing stock and supportive services.  His duties include advisement on affordable housing funding, legislation, monitoring and creation to serve District residents.

Mr. Lindsay also worked for the DC Department of For-Hire Vehicles. While there he served as the Client Services Division Manager, Policy Advisor and Account Manager.  There he assisted with bringing technology to the for-hire industry and helped establish policies and procedures for drivers and stakeholders to compete in the ever-changing for-hire digital industry.

Mr. Lindsay also served as Chief of Staff to DC Councilmember Marion S. Barry.  His duties included manging the office, drafting legislation, monitoring and formulating budgets and oversight of key agencies.  Prior to taking on the role as Chief of Staff, he worked as Econimic Advisor to Councilmember Barry.  In that position, he advised the Councilmember of economic matters throughout Washington DC including affordable housing, stadium funding, public land transfer and creating tax measures.
