The DC Department of Housing and Community Development (DHCD) invites non-profit organizations, with housing development experience, who serve the residents in the District of Columbia to apply to become a certified Community Housing Development Organization (CHDO). A Community Housing Development Organization (CHDO) is a private nonprofit, community-based service organization, which represents the low income community and has obtained or intends to obtain staff with the capacity to develop affordable housing for the community in which it serves.
DHCD is a Participating Jurisdiction (PJ) that must set aside a minimum of 15 percent of their HOME allocations for housing development activities in which qualified CHDOs are the owners, developers and/or sponsors of the housing.
