The Consolidated Annual Performance and Evaluation Report (CAPER) is a mandated report submitted annually to the U.S. Department of Housing and Urban Development, within 90 days after the close of the fiscal year. The report includes performance data on how the District spent HUD funds including the Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), (national) Housing Trust Fund (HTF), Emergency Solutions Grant (ESG), and Housing Opportunity for People with AIDS funds (HOPWA). This is the draft report for the District’s FY 2025 fiscal year.
