Community Housing Development Organizations (CHDOs) are established solely to provide access to a certain set-aside of federal HOME program funds. Federal regulations require the participating jurisdiction (PJ) to set aside 15 percent of each fiscal year’s HOME fund allocation specifically for CHDO development-related activities. The HOME Regulations permit the PJ to spend up to 5 percent of its fiscal year’s HOME fund allocation on operating expenses for qualified CHDOs; however, this is not mandatory.
