2025 Low-Income Housing Tax Credit (LIHTC) - Qualified Allocation Plan (QAP)

The DC Department of Housing and Community Development (DHCD) published the 2025 Low Income Housing Tax Credit (LIHTC) - Qualified Allocation Plan (QAP). The QAP is DHCD's federally mandated state plan for the allocation of tax credits allotted to the District of Columbia by the Federal Low Income Housing Tax Credit (LIHTC) program for the construction and rehabilitation of housing for low and moderate-income individuals and families. The QAP prioritizes the housing needs determined by the District

PUBLIC COMMENT PERIOD: The public comment period was open for 30 days from July 4, 2025 to August 4, 2025.

PUBLIC COMMENT: DHCD sought public comment on the 2025 Qualified Allocation Plan (QAP) and all comments were requested by 5:00 pm on Monday, August 4, 2025, to be considered. Comments were formally submitted to: [email protected] or mailed to the DC Department of Housing and Community Development, Attn: Colleen Green, Director, 1909 Martin Luther King Jr. Avenue SE, Washington, DC 20020.
