Pursuant to 24 CFR 91, jurisdictions that receive entitlement funding from the U.S. Department of Housing and Urban Development (HUD) must develop and implement Citizen Participation Plans (CPP) that specify how the public can provide input into the planning and implementation process for:

• The Consolidated Plan,
• Annual Action Plans,
• Substantial Plan Amendments to the Consolidated Plan, and
• Performance Reports.
