The Action Plan is not only an application to U.S. Department of Housing and Urban Development (HUD) for federal fiscal year funding, it is also a statement of the strategic activities that DHCD, as the District’s designated program administrator, intends to undertake during the fiscal year to implement the strategic goals set forth in the Five Year Consolidated Plan.
