The Fiscal Year 2009 Consolidated Annual Performance and Evaluation Report (the “FY2009 CAPER”) is a summary of the accomplishments under the District of Columbia’s Fiscal Year 2009 Annual Action Plan (the “FY2009 Annual Action Plan”). The FY2009 CAPER consists of narrative statements which explain the progress made in carrying out the activities, and achieving the objectives and priorities set forth in the FY2009 Annual Action Plan. It also describes the methods used to comply with federal regulations.
