FY 2025 RFA Housing Counseling Services and Small Business Services

DHCD - Residential & Community Services
The Department of Housing and Community Development (DHCD) is making available Community Development Block Grant (CDBG) funding for organizations committed to affordable housing and neighborhood revitalization. Through its Neighborhood Based Activities Program, the Department supports activities that benefit neighborhoods comprised of at least 51% low- and moderate-income persons.DHCD is soliciting applications from qualified Community Based Non-profit Organizations (CBOs) for the following programs:

Housing Counseling Services: to provide comprehensive housing counseling services for homeownership, home preservation, tenants and tenant groups. DHCD seeks organizations which can provide the following services:

  • HUD credit counseling.
  • Housing counseling for those facing foreclosure or eviction.
  • 8-hour Homebuyer Education Class.
  • Homeownership counseling and training including pre-purchase training and post-purchase training.
  • Intake services for those making application to DC Programs such as:
  • HPAP and its associated programs.
  • Single Family Residential Rehabilitation Program.
  • Inclusionary Zoning (IZ) Orientations.
  • Training on DC Programs including Tenant Purchase Technical Assistance Program,
  • Counseling and education for tenants and tenant groups.
  • Technical assistance for owners of small rental properties (25 units or less)
  • Technical assistance for coop associations.
  • Legal Services to seniors and to coop associations facing default or closure.

Small Business Services: to provide small business technical assistance and façade improvement services in targeted neighborhood commercial districts:

How to Apply: This Request for Applications (RFA) will be available on the DHCD website at www.dhcd.dc.gov on or about June 21, 2024. This RFA will be available only on the DHCD website via ZoomGrants. Applications submitted through ZoomGrants require access to a computer, internet access, and a valid email address (free email addresses can be obtained from services such as Gmail and Yahoo). Once you have created your ZoomGrants account, you can use it to create and submit applications on behalf of your 501(c)3  organization. The deadline for submitting application is July 31, 2024, 11:59 p.m. and can only be done so electronically through the ZoomGrants portal on this website - Housing Counseling Services Program and Small Business Services.
