The Memorandum of Understanding (MOU) establishes a collaborative agreement between  the DC Department of Housing and Community Development (DHCD) and Department of  Human Resources (DCHR). DCHR is to provide human resources support to the DHCD for the purpose of recruitment and staffing services.
