2026 Consolidated Request for Proposals (RFP) for Affordable Housing Financing and Development Sites

The DC Department of Housing and Community Development announces the 2026 Consolidated Request for Proposals (RFP) for Affordable Housing Financing and Development Sites.

The Notice of Funding Availability (NOFA) for affordable housing finance resources is focused on real estate development projects that produce or preserve affordable housing in the District of Columbia that require gap financing. This RFP is accepting applications for a range of Federal affordable housing finance resources including, 9% Low Income Housing Tax Credits (LIHTCs), District of Columbia LIHTCs (DC LIHTCs), Community Development Block Grant (CDBG) program, the HOME Investment Partnerships (HOME) program, the National Housing Trust Fund (NHTF), the Recovery Housing Program (RHP), and the Local Rent Supplement Program (LRSP). Also, the DHCD Property Acquisition and Disposition Division (PADD) will have solicitations for offers for vacant sites in the District of Columbia available for acquisition.

Applications submissions in response to the RFP are due at 12:00 pm on Friday, April 17, 2026.

Virtual Orientation Session: DHCD's Development Finance Division (DFD) will host a virtual orientation session for the 2026 Consolidated RFP on Tuesday, March 10, 2026 from 10 am to 12 pm. Application Instructions: The application submission link for DHCD’s 2026 Consolidated RFP will be available beginning March 2, 2026, through QuickBase at the following link: 2026 Consolidated RFP.

Technical Assistance Sessions: DHCD's Development and Finance Division (DFD) will conduct 15-minute technical assistance sessions with prospective applicants from March 16-27, 2026.
