Section 3

Section 3 is a provision of the federal Housing and Urban Development (HUD) Act of 1968. It requires some recipients of HUD funds to offer jobs, training and contracts to Section 3 businesses and residents who meet income and other requirements.

DHCD recommends that all recipients of HUD or District funds for affordable housing create opportunities in a project’s neighborhood and service area. But Section 3 requires it for housing development or housing and public construction projects receiving more than $200,000 from HUD’s Community Development Block Grant (CDBG) Program.

Residents eligible for Section 3 jobs, training and contracts must earn 80% or less of the median income for a single person in the District. Skip to Section 3 for Residents, Qualifications for a link to the income limits.
