Why is DHCD hosting a Davis Bacon training on Form SF-1444?
DHCD wants property owners, developers, contractors, subcontractors, and nonprofits to fully understand Davis-Bacon compliance requirements.
DHCD's Office of Program Monitoring (OPM) is the monitoring entity for U.S. Department of Housing and Urban Development (HUD) - Office of Davis-Bacon and Labor Standards (DBLS). HUD programs require housing providers, developers, and contractors to follow federal labor rules. In particular, they must pay the federal prevailing wage on certain projects. HUD’s DBLS enforces these rules, and works with DHCD to carry out the enforcement of these requirements.
DHCD's OPM oversees and reviews compliance on programs and projects funded by DHCD. This oversight includes three key areas: (1) Contract compliance, (2) Quality assurance, and (3) Compliance monitoring. DHCD wants to provide an understanding of Form SF 1444

Required for federally funded and assisted construction and service contracts
Federal agencies, HUD programs, and local contracting agencies are required to use SF‑1444 for conformance requests, making it essential for maintaining eligibility and avoiding compliance violations on federally funded projects.
