Annual Owner’s Certification of Continuing Program Compliance (AOC)

Owners of properties financed through the Low-Income Housing Tax Credit, HOME Investment Partnerships (HOME), and Housing Production Trust Fund (HPTF) programs are required to report annually to the Portfolio and Asset Management Division (PAMD) regarding their continuing compliance with federal and local regulations governing the District of Columbia.

These properties are required to submit an Annual Owner’s Certification of Continuing Program Compliance (AOC) form in accordance with LIHTC, HOME, and HPTF Program regulations. Further, LIHTC funded properties are required to pay an Annual Compliance Monitoring Fee. Failure to submit AOC forms and/or Annual Compliance Monitoring fee by Friday April 20, 2020 will result in the issuance of a Notice of Noncompliance.

*Note: While DC Government will begin to modify its operations starting Monday, March 16, in order to mitigate the spread of the coronavirus (COVID-19), we'll continue to deliver essential services and keep the majority of our systems and services operating. However, Annual Owner's Certifications will not be accepted in-person. Please submit via mail; packages post-marked on or before April 20, 2020 will be considered in compliance. 

Low Income Housing Tax Credit (LIHTC)

  • LIHTC Owner’s Certificate of Continuing Program Compliance (Hard copy submission with original signature required, blue ink preferred) 
  • Building Status and Vacancy Report, including Attachment 1 and 2 (Electronic submission preferred) 
  • Reporting Period Year Utility Allowance Support Documentation (Electronic submission preferred)
  • Compliance Monitoring Fees (per invoice)

HOME Investment Partnerships Act (HOME)

  • HOME Owner’s Certificate of Continuing Program Compliance (Hard copy submission with original signature required, blue ink preferred) 
  • Building Status and Vacancy Report, including Attachment 1 and 2 (Electronic submission preferred)
  • Reporting Period Year Utility Allowance Support Documentation (Electronic submission preferred)

Housing Production Trust Fund (HPTF)

  • HPTF Owner’s Certificate of Continuing Program Compliance (Hard copy submission with original signature required, blue ink preferred)
  • Building Status and Vacancy Report, including Attachment 1 and 2 (Electronic submission preferred) 
  • Reporting Period Year Utility Allowance Support Documentation (Electronic submission preferred)
