Housing Production Trust Fund Advisory Board Members

The statute provides for nine board members, appointed by the Mayor, with the advice and consent of the Council, representing related categories, with four-year terms. Selected representations are as follows:

Sasha-Gaye Angus, HPTF Advisory Board, Lower-Income Households' Member

  • Sasha is the President and CEO of Manna, Inc., she is a leader of affordable housing and community development with more than 20 years of experience in re-building communities for low-income individuals, families, and seniors. She brings executive experience in leading teams, directing projects, risk management and building public- private partnerships. Sasha serves as the lower-income households’ member of the HPTF Advisory Board.

Stacie Birenbach, HPTF Advisory Board, Nonprofit Housing Production Community Member

  • Stacie is the Vice President of Real Estate Development at Enterprise Community Development. She has nearly 20 years of experience in affordable housing finance and development and leads staff in managing development functions from initial feasibility through completion. Stacie serves as the representative of the nonprofit housing production community member on the HPTF Advisory Board.

Stephen “Steve” Glaude, HPTF Advisory Board, Chairman and Low-Income Tenant Association Member

  • Steve is the President and CEO of the Coalition for Nonprofit Housing and Economic Development (CNHED) services a network of more than 100 nonprofit organizations and 65 mission driven for profit companies who provide affordable housing, workforce development, small business development and human services in the District of Columbia. Steve has diverse leadership experience in government, the private sector, and nonprofits, and serves as the Chairman of the HPTF Advisory Board and the low-income tenant association member.

Patrick McAnaney, HPTF Advisory Board, Lower-Income Households' Member

  • Patrick serves as the Development Director for Washington, DC at Somerset Development Company, where he works on development projects, new pipeline opportunities, and public policy issues. His experience includes financial and economic analysis, project and operations management, and urban planning. Patrick serves as the lower-income households’ member of the HPTF Advisory Board.

Colleen Green, HPTF Advisory Board, Ex-Officio Member

  • DHCD Director Colleen Green serving as an ex-officio member of the Board. Ms. Green has extensive experience in finance, real estate, advisory services, operations, strategic planning, and business development. Throughout her career, Ms. Green has developed over 2000 units of housing and overseen the acquisitions and dispositions for a $60 million national real estate investment fund.
