The Housing Production Trust Fund (HPTF) is a financing resource used to produce and preserve affordable housing in the District of Columbia. It is a special revenue fund administered by DHCD’s Development and Finance Division (DFD) that provides gap financing for projects affordable to low and moderate income households. HPTF income limits are defined by statute and can be found in the Code of the District of Columbia.
