The Homeowner Assistance Fund (HAF) is a pilot program funded with an initial $5 million allocation from the American Rescue Plan Act administered by the U.S. Treasury Department to provide a wide range of relief to vulnerable homeowners during and in the recovery from the COVID-19 public health emergency.
The District of Columbia is eligible to receive additional funds up to the “small state minimum” of $50 million. To receive the funding, the District must submit a “HAF Plan” to the Treasury on October 1, 2021 through a portal on its website and the organization of this draft plan follows the order in which information will be entered into the portal.
