Any general contractor or subcontractor seeking Section 3 status and preference in the awarding of contracts from DHCD funded projects, shall complete the Section 3
Business Concern Certification Application.

A business seeking Section 3 preference must be able to provide adequate documentation as evidence of eligibility for the preference under Section 3 of the Housing and Urban Development Act of 1968, as amended. This certification is for businesses in the DC-VA-MD-WV Metropolitan Statistical Area, with an office in DC. Businesses may be required to submit references to DHCD to demonstrate their ability to perform successfully.
