This plan and certification is required for those who receive Federal and/or District funding for housing projects. The plan outlines how jobs and other economic opportunities generated by these funds will be directed to low- and very low-income residents and businesses that provide them with jobs, training and contracts. 

DHCD and/or the developer may also require a Section 3 Opportunities Plan and Certification from the general contractor (GC) and/or subcontractors.
