DHCD Seeks Offers to Transform 25 Vacant and Blighted Properties into Vibrant Neighborhood Developments

Application Deadline Extended to September 22 for Four SFOs and November 15 for One SFO

On Wednesday, June 1, 2016, the DC Department of Housing and Community Development (DHCD) released five Solicitations for Offers (SFOs) for the development of 25 District-owned properties in Wards 4, 5, 7 and 8.Through the SFOs, DHCD is seeking public offers to build projects that promote vibrant, walk-able, mixed-use and mixed-income neighborhoods and combat blight in the District. A pre-bid meeting where potential applicants could learn more about the solicitation process was held June 22. The original application deadline was September 1, 2016.

The application deadline was extended because additional development subsidy resources were made available through these SFOs. Initially, the only funding source available for project financing was the Housing Production Trust Fund (HPTF). Subsequently, applicants could request to be considered for funding from the following programs:

  • Community Development Block Grant (CDBG)
  • HOME Investment Partnerships (HOME)

The extended application deadline of September 22, 2016 applied to the following SFOs: 3401 13th Street SE, 809-813 Kennedy Street NW, Minnesota Avenue & 27th Street SE and Forrester & 6th Streets SW.

The application deadline for the Florida Avenue & Q Street NW SFO has been extended to November 15, 2016 due to the findings of the Limited Subsurface Investigation (LSI). The findings indicate percloroethene is in the groundwater at levels that exceed acceptable standards. Further assessment information will be provided in advance of the revised due date to allow for appropriate proposal revisions.
