Notice of Funding Availability

DHCD announces the availability of Neighborhood Stabilization Program funds for applicants connected to DHCD’s Property Acquisition and Disposition Division (PADD) March 28, 2011 Solicitation for Offers.

(Washington, DC) - Robert L. Trent, Interim Director, Department of Housing and Community Development (DHCD), announces a Notice of Funding Availability (NOFA) for Neighborhood Stabilization Program funds administered by DHCD.

NOTE: These funds under this NOFA will only be available to applicants connected to the DHCD’s Property Acquisition and Disposition Division (PADD) March 28, 2011 Solicitation for Offers (Trinidad target area).

On March 28, 2011 the DHCD will release a Solicitation for Offers (SFO) for the development of the following District-owned properties.

DHCD will be soliciting proposals for new construction and substantial rehabilitation of four (4) vacant lots and one (1) building for the creation of rental and/or homeownership affordable housing.  The primary target population for this program is families that are low- (less than 50% of the Area Median Income) and moderate- (between 80% and 120% of Area Median Income) income families.  A minimum of 25% of the NSP funds must be used to serve households within incomes at or below 50% of the Area Median Income. 

The deadline for proposal submissions is Wednesday, May 4, 2011 at 4:00p.m. Eastern Daylight Savings Time at DHCD, 1800 Martin Luther King Jr. Avenue, SE, 1st Floor, Housing Resource Center. DHCD will announce the developers selected to go forward to the underwriting stage for NSP funding in June 2011. The SFO package, including all application materials along with the NSP information and all reference guidebooks, will be available in CD format and can be obtained at DHCD, Housing Resource Center, Ground Floor, 1800 Martin Luther King Jr. Avenue, S.E., Washington, D.C.  20020. NO APPLICATIONS WILL BE ACCEPTED AFTER THE SUBMISSION DEADLINE.
