Register for the Section 3 Business Concern Certification Orientation

Certified Section 3 Business Concerns are eligible to receive contracting preferences on projects funded by DHCD.

(Washington, DC) - The Department of Housing and Community Development (DHCD) will hold an orientation on Section 3 Business Concern certification for potential Section 3 businesses.  Certified Section 3 Business Concerns are eligible to receive contracting preferences on projects funded by DHCD.  The orientation is scheduled for Tuesday, October 18, 2011 and will be held at DHCD, located at 1800 Martin Luther King, Jr. Avenue SE, Washington, DC  20020.  It will begin at 10:00 a.m. and end at 11:30 a.m. 

DHCD strives to ensure that selected sub-recipients comply with all pertinent federal and local funding regulations, civil rights laws, and obligations to affirmatively further fair housing in the District of Columbia.  Section 3 refers to Section 3 of the United States Department of Housing and Urban Development Act of 1968, as amended (12 U.S.C. 1701u), (24 CFR PART 135) which requires recipients of HUD funded programs to provide economic opportunities such as jobs and contracts to low income residents. One way DHCD facilitates compliance is to certify businesses as Section 3 Business Concerns.  Section 3 Business Concerns are businesses that are either owned by low-income persons, employ low-income persons or make a commitment to subcontract any work on DHCD funded projects to businesses owned by low-income persons or employ low-income persons.
