The Consolidated Plan (“Con Plan” or “Plan”) for the District of Columbia (“The District”) covering the period of October 1, 2021, through September 30, 2026, is an analysis of government policies, functions, and data designed to help states and local jurisdictions regularly assess their market conditions and affordable housing and community development needs. Writing the Con Plan involves community outreach, public hearings and data analysis to develop a comprehensive strategy for the use of federal funds.
